Ingredients
1 lb elbow macaroni

1/2 tsp garlic powder (optional)
Instructions
1. Bring a large pot of salted water to a boil. Cook elbow macaroni until al dente. Drain and set aside.
2. In a large saucepan, melt butter over medium heat. Whisk in flour and cook for 1 to 2 minutes until golden and bubbly.
3. Slowly whisk in milk and heavy cream. Continue whisking until mixture thickens, about 3 to 5 minutes.
